AtaraxyCare is actively seeking acquisitions and investment opportunities to build a leading full services home health care company through organic and acquisition-enhanced growth. We are also exploring additional opportunities within the home health care services sector.

In addition, AtaraxyCare is also able to provide additional services to our investment partners. Accounting and finances, medical billing, medication therapy, IT systems implementation and integration, marketing and communications, and back office solutions to name a few.

Keith Paul
Founder & President
Keith Paul is a cutting-edge serial entrepreneur with extensive experience in deal flow, strategic planning, market development, and fiscal management within the business environment. Skilled at developing and implementing standard practices and procedures to effect dramatic improvements in efficiency, productivity, and business processes toward the successful attainment of organizational goals.
Keith is equipped with excellent communication, leadership, and motivational skills. His expert ability to focus on key ideas enables him to drive resolution and effectively interact with both physicians and executive management. Keith has a proven track record of developing and implementing effective strategies using high-caliber military leadership skills.
As a strategist and highly trained military Veteran, Keith is known for M&A and capital-raising transactions, driving growth, and delivering technology solutions.
Rob Marks
Chairman
Rob Marks is a managing partner of Tomlinson Advisory Group. As an entrepreneur and a former partner in the Private Equity and Venture Capital Groups of Kirkland & Ellis and McGuireWoods, Rob has extensive experience in helping his clients with mergers and acquisitions, investments in growth companies and transactional guidance. A graduate of both Harvard Law School (magna cum laude) and Princeton University, Rob has the foundational knowledge paired with over 25 years of law practice experience.
Rob previously served as Corporate Secretary to Standard Solar. Standard Solar provides utilities, municipalities, communities, educational institutions and homeowners with development, engineering, construction and installation of solar projects. During his term, Standard Solar made Inc. Magazine’s 500 Fastest Growing Companies in America List.
Rob’s healthcare background includes co-heading and co-founding the Healthcare Private Equity Group at McGuireWoods and being lead acquisition lawyer for Capital Healthcare’s roll up of urgent care centers. Rob also serves on the Board of Greater Living Resources, a special purpose acquisition entity focused on purchasing home health care businesses in the Midwest.
Mark L. Rosenberg
Chief Executive Officer (CEO)
Mark L. Rosenberg is an attorney in private practice in the Washington, D.C. metropolitan area, where he practices primarily in the areas of corporate, securities, home healthcare, taxation and real estate matters. He represents financial institutions, trade associations, developers, manufacturing and service companies, primarily in the Washington-Baltimore metropolitan areas. He was previously a partner in the Washington office of Gordon, Feinblatt, Rothman, Hoffberger and Hollander, a regional law firm based in Baltimore, Maryland. He was also previously “of counsel” to the Law Firm of Bregman, Berbert, Schwartz & Gilday, LLC in Bethesda, Maryland.
Mr. Rosenberg received his B.A. in Economics "With High Distinction" from the University of Michigan and his law degree from the Harvard Law School. He also holds a Master of Laws in Taxation degree from the Georgetown University Law Center. Prior to entering private practice, he was an antitrust prosecutor with the Federal Trade Commission, where he litigated major oil company merger cases. He also served previously as Deputy Assistant General Counsel for Legislation at the FTC, and as a Subcommittee Counsel for the United States House of Representatives.
Mr. Rosenberg represented Maryland on the Board of Directors of the National Child Care Association for a number of years and was Vice President for Government Affairs of that organization. Mr. Rosenberg was one of the founders of the National Early Childhood Program Accreditation Commission (NECPA) and served on the Board of Directors for NECPA for a number of years.
Steven Miller
CHIEF FINANCIAL OFFICER (CFO)
Steven Miller is an internationally experienced qualified Chartered Financial Analyst (CFA), financial leader, strategist, and enterprise manager who supervises an organization’s financial performance and all its related functions, including budgets, forecasts, financial reporting, financial analysis, investments, audits, compliance, and risk management. Champion of value creation. Collegial, team-oriented leader with a demonstrated progressive successful history of working across multiple industries on a global scale for 20 years. Strong track record of delivering improved accuracy of financial and regulatory reporting, planning and analysis, financial system strategic change, strengthened control frameworks, reduced operational risk, whilst developing a motivated, engaged and diverse employee base through exceptional leadership. Demonstrated ability to think analytically, strategically, communicate articulately, and lead, manage, and inspire a team of professionals.
His experience includes financial management, financial reporting, developing business plans, strategic acquisitions, and fundraising. His global investment expertise includes equities, derivatives, commodities trading, risk management, real estate, private equity and hedge funds. In addition, he has advisory and transactional experience with middle market companies in healthcare, manufacturing, technology, SaaS, and software. Steven possesses well-developed financial analysis, research, data interpretation, and prioritization skills. He is a proactive monitor of economic and market conditions and trends. He has a deep understanding of finance, due diligence, investment management and financial markets. His credentials also include a Harvard MBA and bachelor’s from the University of Virginia.
Gloria Rios
CHIEF ACCOUNTING OFFICER (CAO)
Gloria Rios is a Tax and Accounting professional with over 17 years of leadership and management experience in corporate and individual taxation, financial accounting, and management consulting. She has extensive experience in Big Four public accounting, including Deloitte and PwC, serving clients across a broad spectrum of industries
Her tax specialization is cross-border mobility and expatriate taxation. She also has extensive experience in transfer pricing and corporate taxation of mortgage-related securities.
Her management consulting experience includes cost and profitability analysis, industry and market analysis, and strategic competitive assessments for clients in both the public and private sector. Her experience includes financial due diligence for automotive companies applying for loans through the Department of Energy’s Advanced Technology Vehicle Manufacturing (ATVM) Loan program, including Tesla, Ford, Nissan, and Goodyear. Gloria is a skilled professional in federal financial management with extensive capabilities leading teams conducting multi-year internal control audits in compliance with Office of Management & Budget (OMB) Circular A-123 and the Federal Managers Financial Integrity Act (FMFIA). Her federal government clients included the Department of Homeland Security, Department of Transportation, Department of Energy, and Department of Veterans Affairs.
Gloria has a proven record of successfully leading teams in both the client service space and the private industry. She holds a B.A in Economics and an M.S in Accounting & Tax, both from the University of Virginia.
Summit Gupta,
Chief Medical Officer (CMO)
Summit Gupta, MD, FAPWHc is a practicing physician specializing in geriatric medicine. For over a decade he has practiced general geriatric care and wound care in Maryland and Virginia. He has served patients in a wide variety of settings including hospitals, nursing facilities, home-based, and outpatient clinics, and he has been a medical director coordinating patient care on a broader level. Dr. Gupta is dedicated to providing compassionate care for his patients. He supports advanced health IT solutions including telehealth, remote patient monitoring, and electronic medical records. Dr. Gupta has joined AtaraxyCare because he feels that by merging multiple home health agencies under one umbrella, AtaraxyCare can significantly advance the home health industry.
Dr. Gupta graduated from the University of Pennsylvania summa cum laude with a Bachelor of Science in Engineering (BSE) in bioengineering. He earned his Doctorate of Medicine (MD) at Duke University School of Medicine. He then completed his internal medicine residency at MedStar Franklin Square Medical Center prior to his geriatric medicine fellowship at the University of Maryland. He is board certified in internal medicine and geriatric medicine through the American Board of Internal Medicine (ABIM) and has wound care certifications through multiple organizations.
